How are PETROPERU’s Biodiesel purchases carried out?

The selection processes of biodiesel suppliers are carried out with certified transparency and under the following conditions:

  1. Domestic B100 biodiesel producers can cover a maximum of 35% of the national market, while international producers can do so up to 100%, according to market inquiries made and offers received.
  2. As of 2017, the joint efforts from previous years of local producers and PETROPERU were successful, so that B100 biodiesel (especially from palm) meets the required quality requirements.
  3. PETROPERU's selection processes are carried out by invitation to both international companies that are registered as qualified suppliers (50 companies) and local suppliers that are registered in the list of suppliers (6 companies).
  4. The reception of international and local offers takes place at the same time and in the presence of a public notary for each act, which certifies the transparency of our processes.
  5. The competition processes are known to the companies that are registered and authorized to participate in the competitions/tenders that PETROPERU carries out for all its products - including the B100 biodiesel that it exports, imports or acquires locally.
  6. These processes are notified through an ad hoc web portal for international trade operations, and through invitations by letters to local producers who have shown their ability to attend to our requirements in the market investigation that takes place before each call.
  7. To grant the Tender of B100 biodiesel shipments in the local and international market, PETROPERU carries out an evaluation where it is proven that the bid awarded is the most economical and meets the requirements of the tender/process bases (in volume, quality , delivery dates, among other conditions). PETROPERU cannot make direct subsidies according to Law.
  8. Of the 50 international companies invited, on average 5 companies participate; while of the 6 invited local companies, on average between 2 and 3 companies participate.
  9. In the last 10 years, PETROPERU has acquired B100 biodiesel from the following international companies: Gunvor International BV won 57.48% of the tenders awarded, Trafigura Beheer BV 11.96%, Mercuria Energy Trading 7.83%, Petrobras Global Trading BV 6.11%, La Fabril SA 5.49% and other companies 11.14%.
  10. During 2017, 2018 and first half of 2019, purchases were made from local producers, such as Industrias del Espino S.A., Nordtraube del Peru S.A.C., Heaven Petroleum Operators S.A. and Refinería La Pampilla S.A.A.

  11. These companies were awarded the fulfillment of the requirements of PETROPERU requirement in terms of quality, delivery dates, volumes and price. In addition, they proved to be convenient in economic terms for the Company.
  12. PETROPERU calls for local and international purchases of biodiesel B100 are made at least 30 to 50 days in advance, from the call to the first delivery. This period is established by the logistic capabilities that PETROPERU has in storage and reception of this product.
  13. Since September 2018, PETROPERU is holding meetings with palm growers and local producers in order to increase local purchases and have better price levels through processes for longer terms and volumes.
