Petroperú Reaffirms It Will Conduct an Internal Forensic Analysis of the New Talara Refinery

Petroperú informs the public that the international competitive bidding process for the contract of the "Internal Forensic Analysis Service for the New Talara Refinery" remains active and is being carried out in accordance with the legal and administrative framework established by the company.

The procurement of this service was ordered by the Board of Directors as part of actions aimed at strengthening management and institutional transparency, in compliance with the company's financial restructuring plan established by Emergency Decree No. 004-2024, issued in February 2024.

In this regard, Petroperú clarifies that it has not ordered the cancellation, suspension, or freezing of the International Competitive Process No. PCI-001-2025-OFP-PETROPERÚ-2, corresponding to the contracting of said specialized service. In the coming days, the company, through its Board of Directors, will announce the next steps for this process.

Furthermore, the Chairman of the Board of Petroperú, Edmundo Lizarzaburu, categorically rejects media reports attributing statements to him regarding an alleged decision to halt the aforementioned forensic analysis. He clarifies that he did not make such an assertion at any time.

Regarding the nullification of the contract award (buena pro) declared in April 2026, the company notes that this decision was made within the regular framework of the procurement process, in accordance with the conditions established in the bidding terms, and following a review of the documentation related to the technical experience submitted by the awarded company.

Petroperú confirms that the procedure is continuing as ordered by the Board of Directors and within the regulatory framework applicable to the international competitive process.

In that vein, the Chairman of the Board has reiterated that he has not proposed and will not propose the cancellation of the process, and that the current administration will respect the institutional agreements previously adopted.

The company also rejects versions suggesting that recent managerial changes are intended to obstruct the internal forensic analysis of the New Talara Refinery or to modify the scope of Emergency Decree No. 010-2025.

Finally, Petroperú reaffirms its commitment to transparency, institutional strengthening, and compliance with current legal provisions, safeguarding the interests of both the company and the country.
